Joseph previously served as the Executive Director of Jewish Family Services in Vancouver, BC for ten years. Under Joseph's leadership, Jewish Family Services increased their budget by 300%, tripled staff and programming, and created national award winning marketing materials. As a member of the National Council of Welfare in Canada, Joseph has acquired extensive public policy and advocacy experience related to at-risk youth. Joseph grew up in California, and has a diverse background working with youth in California's court systems as a court mediator and a member of the UCLA faculty focusing on youth at risk in the mental health system. Joseph holds a PhD in Clinical Psychology with a specialization from Yale University in Nonprofit Management and postdoctoral training from UCLA in organizational behavior. He is also the graduate of an Executive Training program from Columbia University School of Nonprofit Management.

"I am drawn to CYC's mission of empowering youth to become advocates for positive social change because of my extensive experience doing this sort of grassroots advocacy on a national level with populations trapped in poverty" said Joseph.  "Supporting, educating, and empowering foster youth to fight for, and implement more effective policy is vital to raise awareness and effect true social change.  With more than 20 years of Executive Leadership experience in social service organizations I am ready to hit the ground running to increase CYC's organizational capacity, expand impact, and broaden the impact of CYC's important mission. I am looking forward to working as a team with CYC's youth members, volunteer supporters, staff, board and stakeholders to carry out the vision of the youth and continue CYC's great work."
